Pennsylvania HB677 amends the Apprenticeship and Training Act to redefine occupational hazard levels based on fatality rates and adjust supervision ratios for apprentices and trainees. The Department of Labor and Industry must notify program sponsors of any changes to hazard levels or supervision ratios. High-hazard occupations have a fatality rate of nine or more fatalities per one hundred thousand full-time equivalent employees, medium-hazard occupations have a rate greater than two but less than nine, and low-hazard occupations have two or fewer fatalities.
