Pennsylvania HB649 amends Title 75 of the Pennsylvania Consolidated Statutes to modify the process for issuing notices of vehicle inspection violations. Police officers or qualified Commonwealth employees can issue written notices to vehicle owners or drivers if they believe a vehicle is unsafe or not in compliance with regulations. The notice must specify the violations and require corrections within 15 days or before the vehicle's next trip, whichever is sooner, or within 30 days for emission testing.
