HB638 amends Title 12 of the Pennsylvania Consolidated Statutes to prohibit contracts from including confession of judgment provisions, where one party can unilaterally confess judgment against another. Exceptions exist for contracts entered into before the act's effective date or by the Commonwealth or a municipality pursuant to statute. Any such confession of judgment provision is declared void and unenforceable. The act will take effect 60 days after its passage.
