HB628, known as the Homeowner Cease and Desist List Act, allows the Secretary of the Commonwealth to establish homeowner cease and desist zones in areas where property owners face intense and repeated solicitation. Owners within these zones can file statements opting out of solicitations. The Secretary compiles cease and desist lists for each zone, which are made public and available to real estate brokers. Brokers violating the act face penalties, including fines and reporting to the State Real Estate Commission. Zones cannot exceed five years unless renewed by regulation.
