Pennsylvania HB574 amends the Hazardous Sites Cleanup Act to redefine "hazardous substance" to exclude certain wastes from coal mining operations and fossil fuel combustion. It also establishes the concept of "special drinking water resource-impacted communities," which the Governor can declare based on hazardous substance releases or polyfluoroalkyl substance contamination. These communities can receive grants for water supply treatment and development.
