Pennsylvania HB55 provides exemptions from business fees for certain small businesses, including woman-owned, service-disabled veteran-owned.

Pennsylvania HB55, known as the Small Business Fee Exemption Act, exempts specific small businesses from paying business fees. Full exemptions apply to woman-owned, service-disabled veteran-owned, minority-owned, disadvantaged, and microbusinesses. Other small businesses receive a 50% exemption. Exemptions apply to new business applications filed after July 1, 2025. Fraudulently obtaining or transferring an exemption is a misdemeanor. The Department of State must report annually on the number and dollar amount of exemptions issued.
