Pennsylvania HB54 amends the definition of "substantially burden" in the Religious Freedom Protection Act. It specifies that an agency cannot use certain orders or control measures to substantially burden a person's free exercise of religion. The bill defines "substantially burden" as actions that significantly constrain religious conduct, curtail expression of religious faith, deny opportunities for religious activities, compel conduct against religious tenets, prevent physical assembly for religious purposes, or authorize adverse actions. The act takes effect in 60 days.
