Pennsylvania Climate Emissions Reduction Program established to implement a cap-and-invest program.

The Pennsylvania Climate Emissions Reduction Program is established to implement a Pennsylvania-run CO Budget Trading Program. The Department of Environmental Protection will conduct a Pennsylvania-run auction and review the Pennsylvania CO Budget Trading Program base budget. The program prohibits the department from participating in other carbon auctions unless authorized by the General Assembly. Funds from the auction will be deposited into the Consumer Protection Account, Pennsylvania Energy Transformation Account, Workforce Enhancement Fund, and Low-Income Support Account.
