Pennsylvania HB50 amends the Water Services Act to redefine "authority" and "city" for municipal authority approval actions. The bill specifies that an authority must be a body politic and corporate that provides water or sewer services to residents of municipalities outside the city's boundaries, with the number of such residents exceeding by at least 50% the number of residents within the city. The bill also defines "city" as a third-class city, including those with a population of not more than 30,000. The changes will take effect in 60 days.
