The Ebony Alert System Act creates a system to notify the public and law enforcement when a young person of color goes missing under suspicious circumstances or is at risk. The Pennsylvania State Police will manage the system, which will issue alerts if certain conditions are met, such as the individual being between 12 and 25 years old, developmentally disabled, cognitively impaired, or physically disabled. Media outlets are encouraged to cooperate in disseminating alerts. The act also imposes a $25 assessment on individuals convicted of kidnapping.
