Pennsylvania HB430, known as the Military Installation Training and Operations Preservation Act, requires the Department of Environmental Protection to prohibit wind turbine construction or installation that negatively impacts military installations. Wind turbine owners must receive written notification from the Military Aviation and Installation Assurance Siting Clearinghouse that the project will not harm military operations or national security before proceeding. The Department cannot issue permits for wind turbines without this notification.
