Pennsylvania HB42 establishes requirements for well operation response teams and emergency response protocols for oil and gas wells.

Pennsylvania HB42, known as the Well Operation Response Team Act, mandates the creation of response teams for oil and gas wells. These teams must include individuals familiar with well operations, trained in first aid and CPR, and available for emergencies. Operators must select from multiemployer composite teams, commercial teams, or state-sponsored teams. Operators must contact local first responders and the Department of Labor and Industry within 15 minutes and one hour of an emergency, respectively.
