Pennsylvania HB376 criminalizes transporting dogs on the external section of a vehicle on public roads.

Pennsylvania HB376 amends Title 18 of the Pennsylvania Consolidated Statutes to add a new section making it an offense to carry or allow a dog to be carried on the hood, roof, truck bed, or any other external section of a vehicle on a public road. The offense is graded as a summary offense with fines ranging from $50 to $150 for a first violation, $150 to $300 for a second violation, and $300 to $500 or imprisonment for up to 90 days, or both, for a third or subsequent violation. The law does not apply to dogs transported in a secured insulated cage or container designed for safe transport.
