It mandates that businesses making capital investments over $25,000 must pay prevailing wages and verify that 70% of their employees in construction, reconstruction, demolition, alteration, or repair are skilled craft laborers. The Department of Labor and Industry enforces these provisions, and businesses found in violation must refund tax benefits. The act takes effect in 60 days.
