The bill designates a portion of Pennsylvania Route 611 from the intersection with Old Easton Road to the intersection with Kellers Church Road in Plumstead Township, Bucks County, as the Joseph Kay Memorial Highway. Joseph W. "Joey" Kay, a Bucks County native, was an accomplished race car driver, a volunteer firefighter, and a dedicated community member. The Department of Transportation will install signs to mark the memorial highway. The act will take effect in 60 days.
