Manufacturers must register with the Department of Environmental Protection, pay a registration fee, and submit a collection, transportation, and recycling plan. The plan must ensure manufacturers collect, transport, and recycle devices equal to their market share. Manufacturers must report annual sales data and pay fees based on sales weight.
