Pennsylvania HB2540 amends the Human Services Code to require the transition of all Supplemental Nutrition Assistance Program access cards to chip-enabled technology by January 1, 2028. The Department of Human Services must implement this transition in a cost-effective manner, such as on a county-by-county or regional basis. The department must issue an initial report within 180 days of the act's effective date and subsequent reports every 180 days until chip-enabled cards are available in all counties.
