Pennsylvania HB2389 amends the Pesticide Control Act to exclude local regulations on pesticide use, sale, transportation, handling, and registration. It allows municipalities with a population density of at least 300 persons per square mile to establish restricted application districts. These districts can limit or prohibit the application of specified pesticides in outdoor areas by commercial applicators. The Department of Community and Economic Development must prepare a sample advisory ordinance for municipalities to use. The act takes effect 60 days after its passage.
