Pennsylvania HB2388, known as the Pennsylvania Common Cents Act, requires rounding of payment sums paid by physical legal tender. If the payment ends in one, two, six, or seven cents, it rounds down to the nearest amount divisible by five. If it ends in three, four, eight, or nine cents, it rounds up. This rounding does not apply to wastewater collection, treatment, or disposal payments. The act applies to political subdivisions, Commonwealth agencies, municipal authorities, and public utilities.
