Establishes the Chesapeake Bay Grant-Only Compliance Program to provide grants for compliance costs related to Chesapeake Bay and municipal separate.

The Chesapeake Bay Grant-Only Compliance Program Act establishes a program within the Department of Environmental Protection to provide grants to public bodies for costs incurred to comply with municipal separate storm sewer system and Chesapeake Bay requirements. The act prohibits public bodies from imposing fees for compliance with these requirements, except through grants. The Department of Environmental Protection may not enforce compliance requirements unless sufficient grant funding is available to cover the full cost.
