Pennsylvania HB2296 amends the Dam Safety and Encroachments Act by adding siting requirements for wetland replacement. The bill mandates that wetland replacement occur immediately adjacent to the affected wetland, if possible. If this is not feasible, the replacement should be along or adjacent to the watercourse benefiting from the impacted wetland. If still not feasible, the replacement should be within the watershed of that watercourse. If no suitable site is found, the replacement should be adjacent to the next higher order stream or watercourse.
