Pennsylvania HB2121 amends the Medical Practice Act of 1985 to allow the State Board of Medicine to issue provisional licenses to international medical graduates. These licenses are valid for up to four years and require evidence of three years of practice outside the U.S., English proficiency, an Educational Commission for Foreign Medical Graduates Certificate, and passing scores on the U.S. Medical Licensing Examination. Graduates must also provide verification of foreign training, work authorization, and a job offer from a licensed health care facility.
