Pennsylvania HB2094 amends budget procedures to ensure appropriations do not exceed revenue estimates.

Pennsylvania HB2094 modifies the Commonwealth's budget procedures to ensure that appropriations do not exceed the official revenue estimate plus any unappropriated surplus. If the general appropriation bill becomes law without the Governor's approval and the appropriations exceed the revenue estimate, the Secretary of the Budget must disapprove or reduce amounts. If the Governor signs the appropriation bill, they must item veto any part that causes the total appropriations to exceed the revenue estimate.
