Pennsylvania HB2009 amends Title 53 of the Pennsylvania Consolidated Statutes to set rules for utility reconnection fees and prohibit electricity terminations for low-income households. Authorities and municipalities may charge reconnection fees based on household income, with arrearage repayments limited to 5% of monthly income. Customers with incomes up to 300% of the Federal poverty level cannot be charged reconnection fees or overdue balances if they enter a repayment plan. Additionally, electricity cannot be terminated for these low-income customers between June 1 and September 30.
