Pennsylvania HB1939 amends the Human Services Code to establish new fee schedule rates for home and community-based services provided through intellectual disability and autism programs. The rates will increase by the percentage change to the Consumer Price Index for the most recently reported twelve-month period, beginning October 1, 2026. If the increase results in exceeding appropriated funds, the percentage increase will be limited by the amount appropriated. Providers must increase the wages of direct support professionals by the percentage increase in the Consumer Price Index.
