Pennsylvania HB1818 proposes an amendment to the state's constitution to establish a right for citizens to carry firearms openly or concealed, loaded or unloaded, and to train, transport, possess, use, acquire, purchase, transfer, inherit, buy, sell, give, or dispose of any firearm or self-defense device without a license or restriction. The amendment, if passed, would be submitted to voters at the next general or municipal election.
