Pennsylvania HB1804 mandates the withholding of Commonwealth payments to the Federal Government if Federal money is owed to the Commonwealth in contravention of a court decision. The treasurer must report on the amount of Federal money owed and submit a notice to the Attorney General to obtain a lien on Federal property. The Attorney General is directed to perfect a lien on Federal property in an amount not exceeding the withheld Federal money.
