Pennsylvania HB1759, known as the Disposal of Waste Tires, Trash and Debris Act, sets rules and penalties for waste tire disposal, trash dumping, and short dumping. Municipalities can enforce fines up to $5,000 for short dumping and $500 per tire for improper waste tire disposal. The act allows municipalities to suspend operating privileges for six months for those who dump waste tires on public roads. Businesses disposing of waste tires must maintain records for five years and provide proof of disposal to municipalities.
