HB1648

In pupils and attendance, further providing for definitions and providing for mental health days.

Introduced·6/24/25

Pennsylvania HB1648 allows students to take up to two excused mental health days per school week.

HB1648 amends the Public School Code of 1949 to permit students to take up to two consecutive excused mental health days per week. Schools must adopt policies to allow these absences, which can be used for mental or physical fatigue due to mental health-related conditions, whether certified or uncertified. The Department of Education will develop guidelines and a model policy for schools to implement these mental health days. The act takes effect in 60 days.
