Pennsylvania HB1647 criminalizes possession, trafficking, and importing of child sex dolls.

Pennsylvania HB1647 amends Title 18 of the Pennsylvania Consolidated Statutes to create new offenses related to child sex dolls. It defines a "child sex doll" as an anatomically correct doll, mannequin, or robot resembling an infant or child under 12 years old, intended for sexual stimulation or gratification. The bill makes it a felony of the third degree to possess, traffic, or import such dolls. Possession of two or more child sex dolls creates a rebuttable presumption of trafficking intent. The law does not apply to common carriers unaware of the contents of their shipments.
