Pennsylvania HB1617 amends the Wage Payment and Collection Law by adding definitions for terms such as "construction contract" and "construction services." It also establishes that a general contractor is jointly and severally liable for violations of the act committed by subcontractors, regardless of the subcontractor's contractual relationship with the general contractor. A subcontractor must indemnify the general contractor for certain costs unless indemnification is provided for in the construction contract or the violation arose due to a lack of prompt payment.
