If the General Appropriation Act is not enacted by July 1, the Secretary of the Budget, in consultation with relevant departments, certifies payments for essential services from the previous fiscal year. These services include domestic violence, mental health, drug and alcohol addiction treatment, and other services deemed essential by the Governor. The Secretary of the Budget submits a report to the Appropriations Committees by June 15 each year.
