Pennsylvania HB1474 mandates transparency and oversight for significant reductions in operations at State-related universities.

HB1474 requires State-related universities in Pennsylvania to develop a detailed implementation plan before any consolidation, transfer, closure, or significant reduction in operations, including branch campus closures. The plan must include a financial analysis, an economic impact study, a student impact report, and a higher education access plan for the affected region. The board of trustees must make the plan public for at least 90 days, consult with stakeholders, and hold public hearings. After the comment period, the board must approve the plan by a two-thirds majority.
