Pennsylvania HB1343 modifies the definition of "vehicle" in the Board of Vehicles Act to exclude infrequently operated or moved devices primarily for construction, agriculture, or road maintenance, devices moved by human or animal power, devices used exclusively on rails or tracks, motorized pedalcycles, and mobility vehicles. The amendment also excludes trailers that are not recreational vehicles, regardless of their gross vehicle weight. This change affects the scope of devices regulated under the Board of Vehicles Act.
