Pennsylvania HB1310 amends medical assistance payment rates for nursing facilities.

HB1310 modifies the Human Services Code to adjust the revenue adjustment neutrality factor for nursing facility payment rates in Pennsylvania. Beginning July 1, 2025, the factor for nonpublic nursing facilities must be 0.90 or higher, while the factor for county nursing facilities must equal 1.00 plus the percentage rate of change used for nonpublic facilities. These adjustments aim to limit the Statewide day-weighted average payment rate to the amount permitted by the General Appropriation Act.
