Pennsylvania HB1307 allows homeless minors to consent to emergency shelter and related services, and permits certain minors to contract for housing.

Pennsylvania HB1307 amends Title 23 of the Pennsylvania Consolidated Statutes to allow homeless minors to consent to no-cost emergency shelter, housing, and related services if they understand the benefits, responsibilities, risks, and limits of the services. This consent is valid even if the minor is under the age of majority and cannot be later disaffirmed. The bill also allows homeless minors and minors in legal custody to contract for housing, employment, automobile insurance, and bank accounts with certain conditions.
