HB1160 amends the Pennsylvania Election Code to require county boards of elections to conduct a statistical recount of a random sample of ballots after each election. The recount must use manual, mechanical, or electronic devices different from those used in the election. The sample must include at least 2% of the votes cast or 2,000 votes, whichever is less. Each county board must also randomly select three precincts for a hand count of all ballots. The act takes effect in 60 days.
