HB1100 amends the Human Services Code to permit the use of Supplemental Nutrition Assistance Program (SNAP) and Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) benefits for purchasing diapers and menstrual hygiene products. If the U.S. Department of Agriculture issues a waiver for this use, the Pennsylvania Department of Health may apply for it. Upon approval, the department must adopt necessary rules. The Legislative Budget and Finance Committee will study and report on the costs to the Commonwealth within two years of implementation.
