Pennsylvania HB1074 amends the Dog Law to void contracts transferring dog or cat ownership contingent on future payments. Exceptions include unsecured loans for purchase. Leases offering ownership at lease end are also void. Consumers taking possession under void contracts are deemed owners and entitled to refunds. The act applies to contracts entered into after its effective date.
