Pennsylvania HB1065 amends firearms laws to define and penalize the sale of firearm parts without serial numbers and regulate privately made firearms.

Pennsylvania HB1065 amends Title 18 of the Pennsylvania Consolidated Statutes to define and penalize the sale of firearm parts without serial numbers and regulate privately made firearms. It creates a felony offense for selling or transferring firearm frames or receivers, mufflers or silencers, split or modular frames or receivers, or partially complete, disassembled, or inoperable frames or receivers without a serial number. The bill also requires Federal firearms licensees to properly mark privately made firearms or destroy them if they cannot be marked. The act takes effect in 60 days.
