Pennsylvania HB1031 amends Title 18 of the Pennsylvania Consolidated Statutes to adjust penalties for the offense of scattering rubbish. For a first offense, the fine increases from $50 to $2,000, and community service hours increase from five to 30. A second or subsequent offense now carries a fine between $300 and $5,000, with community service between 30 and 100 hours. Violating certain conditions results in a misdemeanor of the second degree for the first offense, with a fine between $500 and $10,000 and community service up to two years.
