Pennsylvania HB103 amends Title 30 of the Pennsylvania Consolidated Statutes by adding a chapter on at-risk, derelict, and abandoned boats. The law defines "at-risk boats" as those at risk of becoming derelict, such as boats taking on water without a means to dewater. "Derelict boats" are those on public waters that are sunk, partially sunk, or lack valid registration. "Abandoned boats" are presumed to be abandoned if they are physically inoperable, left unattended on public waters, or left on private property for 20 days.
