Pennsylvania HB1022 amends the Human Services Code to expand the reasons for the Department of Human Services to refuse to issue or revoke a license for child care facilities. The bill adds new reasons for refusal or revocation, including fraud in obtaining a license, gross incompetence, mistreatment of individuals, and violations of child rights and staff requirements. The department must notify the facility by certified mail of any refusal, revocation, penalty, or corrective action, specifying the reason.
