Proposes an amendment to the Oregon Constitution to change the personal kicker law.

The bill proposes an amendment to the Oregon Constitution to change the personal kicker law. If surplus revenue exceeds estimates by two percent or more, half of the excess would be returned to personal income taxpayers and the other half would be used for public education, community colleges, and wildfire prevention and suppression. The amendment would apply to biennia beginning on or after July 1, 2027, and would be repealed on June 30, 2031. The amendment would be submitted to the people for approval or rejection at the next regular general election.
