This restriction applies to lands managed by the Bureau of Land Management, Fish and Wildlife Service, Forest Service, or National Park Service. The prohibition does not apply to lands within urban growth boundaries, those transferred for infrastructure, utility, or transportation use, surplus federal buildings, or lands held in trust for federally recognized Indian tribes.
