Oregon SB1563 allows individuals to bring a civil action for economic and noneconomic damages and injunctive relief if their civil rights, secured by the Oregon Constitution, are violated by a person acting under color of law. The court may award reasonable attorney fees and costs to a prevailing plaintiff. If the court finds the plaintiff's claim was frivolous, unreasonable, or without foundation, it may award fees and costs to the prevailing defendant. The act takes effect 91 days after the 2026 legislative session adjourns.
