Oregon HB4143 allows the state to withhold federal payments if the federal government unlawfully withholds state funds.
Oregon HB4143 authorizes the Governor to direct state agencies to withhold payments to the federal government if federal funds are being withheld from the state in contravention of a valid court order. The withheld payments are to be transferred to a Federal Moneys Holding Account. The Governor can direct payments from this account to the federal government if the account exceeds the amount of unlawfully withheld federal moneys. The bill also provides for the indemnification of state officers, employees, and agents against civil claims arising from compliance with the Act.
