The Act creates new systems and structures and changes law to improve emergency response in the state. (Flesch Readability Score: 65.1). Requires the Oregon Department of Emergency Management to obtain fingerprints of employees and contractors. Requires the Department of the State Fire Marshal to study health coverage for firefighters.
