Establishes a Joint Permitting Council to run a fast track permitting program and adjusts enterprise zone program requirements.

The Act establishes the Joint Permitting Council within the office of the Governor to administer a fast track permitting program for eligible projects. It directs certain state agencies to publish a catalog of permits related to economic development projects. The Act also updates certain requirements and thresholds for the enterprise zone program and appropriates moneys to the Oregon Business Development Department for deposit in the Industrial Site Loan Fund. The Act takes effect on the 91st day following adjournment sine die.
