The bill establishes the Office of Resilience and Emergency Management within the Oregon Department of Human Services to coordinate emergency management efforts. It creates the Oregon Public Assistance Grant Program, administered by the Oregon Department of Emergency Management, to issue grants to qualified recipients for emergency-related work. The Oregon Individual Assistance Grant Program, also administered by the Department of Human Services, issues grants to address critical emergency-related needs of individuals.
